Seed-stage investment funds in NYS
Following is a list of public, quasipublic, and nonprofit seed-capital funds serving New York State. Generally speaking, because of their funding base, seed funds can take more risk than even early-stage formal venture-capital funds.

| WNY Business Development Fund | A co-investing partnership of the SBTIF and several nonprofit and government institutions in the WNY region |
| NYC Seed | A co-investing partnership of the SBTIF and several nonprofit and government institutions in NYC. |
| Excell Partners, Inc. | A state-supported nonprofit fund addressing a large region of Upstate |
