The Business Incubator Association of New York State, Inc. (BIA/NYS) is a nonprofit trade association established in late 2005 and recognized as tax exempt under IRC §501(c)(6). It is governed by a nine-member board of directors elected by the general membership. See https://bianys.com/about/board.


In summary, its three-part mission is (a) to expand the resources available to incubator-based enterprises and to work with policy-makers on matters affecting them; (b) to promote through co-operation the entrepreneurial activities of incubators within the state; and (c) to network business incubators, incubating/incubated companies, and other interested parties.


BIA/NYS currently has more than 40 dues-paying organizational members that operate more than 60 distinct incubator facilities and virtual business incubation programs statewide. This represents the great majority of the seriously active business incubators in the state, and spans general purpose, technology, microenterprise, and wet-lab bioscience facilities. Members include incubators associated with both public and private universities, regional nonprofit economic-development organizations, and for-profit incubators. BIA/NYS maintains good programmatic relations with Empire State Development Corporation and NYSTAR. The BIA/NYS executive director represents the incubation community through personal appearances, maintains the website http://bianys.com and its associated newsletter and database, and organizes special events.

Future Plans

BIA/NYS is developing a multi-part legislative policy agenda, has established close working relations with the state’s seed-stage venture firms and “angel investor” community, and intends to continue to find ways to highlight the importance of professionally managed business incubation as a way of “de-risking” private investment in the next wave of growth companies in New York State. We are particularly interested in promoting pre-seed and seed-stage investing and exploiting the natural advantages of NYS as a gateway to global trade and commerce.
